Bids and ContractsThe Procurement Office serves the City of Hampton, Hampton City Schools, and the Hampton Roads Regional Academy of Criminal Justice. This office will be responsible for all Formal Bid transactions. Procurements related to construction, professional services, transactions requiring performance bonding, and annual contracts for goods, materials, and supplies shall be processed by this office.

Procurement laws may require you to submit a surety bond with your bid in the form of a certified or cashier's check or bid bond. This requirement will be stated in the bid instructions.

The Procurement Office will attempt to mail notices for Formal Bids to prospective vendors. Notices are also posted on a bid board located in the Office and advertised in the Tuesday morning edition of the Daily Press under the classified section "Legal Notices - Advertisements for Bid."


City Departments and Schools

City Departments have limited authority to issue purchase orders for goods, materials, supplies, equipment and services that do not exceed an aggregate dollar amount of $10,000 during a fiscal year (July 1 - June 30). Schools are limited to transactions that do not exceed $1,500. The direct procurement of materials, supplies, and services by the using department or school shall be limited to transactions that do require formal, sealed bids.

All Contractors must submit a copy of their valid contractor’s license with their bid response on all projects requiring a contractor’s license to have their bid considered responsive.
§ 54.1-1115. Prohibited acts.
A. The following acts are prohibited and shall constitute the commission of a Class 1 misdemeanor:
1. Contracting for, or bidding upon the construction, removal, repair or improvements to or upon real property owned, controlled or leased by another person without a license or certificate, or without the proper class of license as defined in § 54.1-1100 for the value of work to be performed.
6. Receiving or considering as the awarding authority a bid from anyone whom the awarding authority knows is not properly licensed or certified under this chapter. The awarding authority shall require a bidder to submit his license or certificate number prior to considering a bid.
