Implementation Plans Overview
Urban Design Associates (UDA) was hired by the City of Hampton to develop Master Plans for several strategic investment areas of the city. Since January of 2003, the Planning Department, along with other City staff, has been working closely with consultants to ensure that UDA's team gets the support necessary for a successful planning process. UDA's planning process encompasses three phases:
Each Master Plan addresses issues such as street networks, open spaces, waterfront access, land use, housing and commercial development among others. The vision for the future is represented by a series of drawings and illustrations that allow residents, visitors, and potential investors to visualize the kind of place that those areas would become once the plan is implemented. Once a Master Plan is adopted by City Council, it becomes the City's official policy and resources start to be allocated for its implementation. The implementation of those plans is a collective effort of public and private stakeholders. Several agencies and departments within the City of Hampton facilitate those efforts by building partnerships, leveraging resources, providing the regulatory framework and developing tools and incentives to translate the plans into reality. Recently the Department of Development was reorganized to support the Master Plans implementation process. The Planning Department, Neighborhood Office, Department of Parks and Recreations, Public Works, Codes Compliance, the Hampton Redevelopment Housing Authority and other city agencies, often partner with private and public counterparts to ensure the most efficient and successful implementation of each Master Plan.
