  1. Thin tree tops along city streets.
  2. Remove weak trees.
  3. Plant wind-resistant trees.
  4. Clear cut rights of way along main access roads and highways (replant with other vegetation that will not cause debris.)
  5. Use straps or pallet wrap to bundle loose lumber, etc., in outside storage.
  6. Keep storm drains and streams clear of trash and debris.
  7. Reinforce signs.
  8. Put stronger clips on traffic signals.
  9. Install "plug-in" spade connectors on wires to traffic signals.
  10. Elevate traffic signal controls in flood-prone areas or provide quick connect/disconnect clips and plugs so that they can be removed before the flood.
  11. Install shutters on first and second floods of public buidlings (or at least on all critical facilities.)
  12. Tie down roof air conditioners.
  13. Elevate and tie down flood-prone utilities/equipment.
  14. Replace tar and gravel and single-ply roofing with modified bitumen.
  15. Replace corroded fasteners with hurricane straps on boardwalks and piers.
  16. Install garage door bracing.
  17. Install diagonal bracing on metal buildings.
  18. Ensure that vital records are protected.
  19. Require petro-chemical companies to anchor their storage tanks in flood-prone areas.
  20. Protect power generation and distribution facilities from wind and flooding.
  21. Require underground utilities (electric, telephone, and cable) in densely populated areas.
  22. Strengthen building codes to match wind loads of current requirements of the ASCE
  23. Require all critical facilities (public and private) to meet higher standards for wind resistance, flood protection, and emergency power.
  24. Redirect development efforts away from the coast.
  25. Elevate bridges, bridge approaches and flood-prone segments of main access roads.
  26. Create a buffer zone of heavily vegetated sand dunes on beaches.
  27. Maintain adequate wind and flood insurance on public property.
NOTE: Some public property cannot be protected economically. In such cases, the best option is to be prepared to save what can be flown, driven, or moved out of harm's way, and plan on repairing or replacing what is damaged with something more sensible.
