Notice how the NW storm pushes water into the bay and along the eastern shore, while the NE storm has more effect in filling the upper portion of the bay. The force of the winds in front of the storm push the water in a forward direction. For this reason, storms coming towards Hampton Roads with a western movement can create a significant storm surge.
