Analysis of Impediments to Fair Housing ChoiceAll localities that receive Federal funds from the Department of Housing and Urban Development (HUD) are required to prepare an Analysis of Impediments to Fair Housing (AI) every five years. The AI is typically completed in conjunction with the five-year Consolidated Plan. The report is an assessment of how laws, governmental policies, real estate practices and local conditions affect the location, availability and accessibility of housing. It also identifies areas where corrective actions might broaden the housing options of persons protected by fair housing laws. In 2004, the City of Hampton partnered with the cities of Newport News, Norfolk, Portsmouth, Chesapeake, Virginia Beach and Suffolk to prepare an Analysis of Impediments to Fair Housing Choice for the Hampton Roads region.
