Proposed Five Year Consolidated Plan For FY2011-2015 and
FY2011 Annual Action Plan Application
Notice is hereby given by the City of Hampton that a proposed Five Year Consolidated Plan for the period of FY2011-2015 and the Annual Action Plan for the FY2011 program has been prepared. The Five Year Plan outlines housing and non-housing needs and priorities over the next five years. The Annual Plan for FY2011 outlines how the City intends to expend $1,172,365 in federal Community Development Block Grant funds (CDBG) and $782,968 in HOME Investment Partnerships Program funds (HOME. In accordance with the federal regulations at 24 CFR, Part 91, the City of Hampton is required to prepare and submit a Five Year Consolidated Plan and an Annual Action Plan for its Housing and Community Development Programs.
In order to obtain the views of citizens, public agencies and other interested parties, the City of Hampton has placed its proposed Five Year Consolidated Plan for FY2011-2015 and Annual Action Plan for FY2011 on public display in the following locations during regular business hours beginning on April 12, 2010:
- Hampton Neighborhood Office, 5th floor City Hall, 22 Lincoln Street
- All Hampton Public Libraries
The information will be available for public review for 30 days. Public comment on the proposed Five Year Consolidated Plan for FY2011-2015 and Annual Action Plan for FY2011 can be directed to Angelique Shenk, Neighborhood Office, 22 Lincoln Street, Hampton 23669, 757.727.6460, ashenk@hampton.gov. The Consolidated Plan contains the following major components:
- Identification of housing and non-housing community development needs and priorities over the next five years within the City.
- Identification of federal and non-federal resources reasonably expected to be made available during the program year to undertake activities identified in the proposed Five Year Consolidated Plan.
- A list of activities to be undertaken during the program year to address community development and housing needs including the geographic distribution of activities to be completed.
- Identification of homeless and special needs priorities over the next five years as well as activities to be undertaken during the 2011 annual program period to address those needs.
The Five Year Consolidated Plan for FY2011-2015 and the proposed use of funds for FY2011 were developed after conducting numerous meetings and interviews with local housing/homeless providers and advocates for persons with disabilities, analyzing the results of questionnaires received from local housing/homeless providers and advocates for the disabled, and a community-wide public meeting held in the City to identify specific needs.
Notice is hereby given that the City of Hampton will hold a public hearing on May 12, 2010, at 7 pm in City Council Chambers located at 22 Lincoln Street, Hampton to obtain final comments on the proposed Five Year Consolidated Plan for FY2011-2015 and the proposed use of funds for FY2011. Persons interested in the use of the above identified funding sources are encouraged to attend the final public hearing and provide oral or written testimony. City Council is expected to act on the proposed Five Year Consolidated Plan for FY2011-2015 and Annual Action Plan for FY2011 on May 12, 2010 at the regularly scheduled Council meeting in City Council Chambers. The final Five Year Consolidated Plan for FY2011-2015 and Annual Action Plan for FY2011 will be submitted to HUD for review and approval on or before May 17, 2011.
