 John Francis Haugh Chief Deputy Commonwealth's Attorney Email: jhaugh@hampton.gov Phone: 757-728-2092 John F. Haugh is the Chief Deputy Commonwealth´s Attorney for the City of Hampton, Virginia. He graduated from the Marshall Wythe School of Law of the College of William and Mary in 1986, and has worked as a prosecutor since 1988. Mr. Haugh was appointed to his present position in 1997. He received his juris doctorate from North Carolina Central University School of Law in 1995. Mr. Bell was an Assistant Commonwealth's Attorney for the City of Portsmouth from 1996 until 1998. During that time, he successfully litigated numerous criminal jury and bench trials. From 1998 until 2000, Mr. Bell was employed by the Bank of America and then maintained a civil and criminal law practice. In 2000 he became an Assistant Commonwealth's Attorney for the City of Hampton. In 2004, he was promoted to Senior Assistant Commonwealth's Attorney, a position he held until February, 2008, when he was appointed Deputy Commonwealth's Attorney, the position which he now holds.  Karen Ashburn Rucker Deputy Commonwealth´s Attorney Email: krucker@hampton.gov Phone: 757-728-2090 Karen Ashburn Rucker received a bachelor´s degree in political science from Hampton University in 1985. She received her Doctor of Jurisprudence degree from the Marshall-Wythe School of Law at the College of William and Mary in 1988. From 1988 to 1990, Mrs. Rucker served as a staff attorney for Virginia Legal Aid Society in Danville, Virginia. Mrs. Rucker became an Assistant Commonwealth's Attorney for the City of Hampton in 1990, serving from 1990 until 1996 prosecuting predominantly felony cases in the General District Courts and Circuit Courts for the City of Hampton and later supervising the attorneys in General District Court as a Deputy Commonwealth´s Attorney. From 1996 to 2002, Mrs. Rucker served as a part-time Assistant Commonwealth´s Attorney for York County/Poquoson City where she was the grant administrator and prosecutor for cases involving violence against women. In 2002, Mrs. Rucker returned to full-time prosecution in the City of Hampton and currently serves as a Deputy Commonwealth's Attorney. Leslie A. Siman-Tov Deputy Commonwealth's Attorney Email: ltov@hampton.gov Phone: 757-728-3004 Leslie A. Siman-Tov is one of the Deputy Commonwealth’s Attorneys for the City of Hampton, Virginia. She graduated from the T.C. Williams School of Law at the University of Richmond in 1994. Ms. Siman-Tov was an Assistant Commonwealth’s Attorney for the County of York/City of Poquoson from 1998 until 2007, where she primarily prosecuted juvenile delinquency and child abuse cases as the Designated Juvenile Court Prosecutor. In December 2007 she became an Assistant Commonwealth’s Attorney for the City of Hampton. Ms. Siman-Tov was appointed to her present position as Deputy of the Juvenile and Domestic Relations District Court team in July 2008.

Reaves is a graduate of Elizabeth City State University where she received a Bachelor of Arts degree in Sociology/Pre-Social Work. She received a Master´s Degree in Public Administration with an emphasis in Public Personnel Management from Troy State University. In December of 1985, Karla became the Director of the Hampton Victim-Witness Assistance Program. She has held memberships in the National Organization for Victim Assistance, Virginia Network for Victims and Witnesses of Crime (Second Vice President), Peninsula Area Coalition and the National Victims Center. Karla was appointed to the Juvenile Justice and Delinquency Advisory Commission for the State of Virginia under the administrations of Governors Baliles and Wilder. Karla is currently on the Board of Directors for the Center for Sexual Assault Survivors and the Criminal Justice Advisory Committee for the Criminal Justice Master´s Degree program at Norfolk State University. She has been a dedicated advocate for the rights of Victims and Witnesses in the Hampton community for many years.
