Dianne Randall Foster Selected as Special Assistant to the City Manager

Dianne Randall Foster, former director of Human Resources for the City of Hampton, has been promoted to the position of special assistant to the city manager effective October 1, 2007.

Foster has been with the City of Hampton for more than ten years serving as the director of Small, Minority, and Women-Owned Business Enterprise Programs and the EEO and compliance officer prior to her six years as director of Human Resources. Before that, she worked in Richmond, Virginia as the general manager of the Richmond Centre, Landmark Theater and Arthur Ashe Center.

Foster holds both a Bachelor of Science degree in speech pathology and audiology and a Master of Education degree from the University of Virginia. She is also a graduate of the Harvard University Business School's Executive Development Program, the University of Virginia's Senior Executive Institute, and the Oglebay School for Public Assembly Facility Management.

In her new position, she will manage the newly created Office of Community and International Relations which includes oversight of the Public Communications Division, Channel 47, the Sister Cities Commission, University Relations, and the Citizen's Unity Commission.
