The City of Hampton Flood Assistance Program

As a result of the recent flooding in the area of Newmarket Creek, the City of Hampton has created a Flood Assistance Program. This program was developed to provide assistance to those homeowners whose property has experienced flooding (in the actual living space of the home) in the past. Homeowners can apply for two types of assistance, elevating their house or having the City of Hampton purchase their house.

Participation in this program is strictly voluntary. Properties will be purchased at fair market value as determined by an independent real estate appraiser. The total number of homeowners assisted under this program will be limited by the amount of funding available from year to year. There is no guarantee that any funds will be available for this program in any given year.

Homeowners that would like to participate in this program must fill out an application during the two month application acceptance period (November 1 through December 31). Applications are available by calling 311 and requesting an application be mailed to you. Information on the application will be verified and evaluated by City staff. The basic criteria for inclusion in the program are:

  • Property must be within the 100 year flood plain
  • Property must have finished floors (living space) below the 100 year base flood elevation (BFE)
  • Property must have been under construction prior to 1975
  • Property must be owner occupied residential property
Each application will be ranked based on the frequency (number of times property has flooded), magnitude (depth of water and cost to restore) and the location of the property. The applications will be selected based on the amount of funding available based on their priority as determined by the ranking as described herein. Property owners will be notified of their selection after the annual budget is approved each May.
