Progress Report on Phase I UDA Meetings
February 14th and 15th
April 19, 2006
The meetings were a success UDA got to town about 12:00 noon and began the meetings with the staff. Approximately 16 City Staff Persons attended the meetings over a two day period. UDA meet with staff to get input about their preliminary perceptions of the N. King Street Study Area was. I gave a brief overview to UDA about our kick-off meetings in January what we had learned from the Community about area. We then took the tour of both Langley Air Force Base and the complete N. King Street Study area. After, the tour staff was asked to do the dot exercise. UDA has provided the dot maps and summaries of collected from City Staff and the Public. The overall theme of information learned from input during Phase I include:

Assessed Value of Single-Family and Multi-Family Housing in the North King Street Study Area:
The majority of the housing value was in the $50,000 - $99,999 dollar range
As expected the higher housing values of $200,000 + were adjacent to the water on both the Hampton River and S.W. Branch Back River and in Bailey Park. Housing in Cherry Acres, for example valued at $100,000 - $199,999 dollar range. The majority of the housing less than $50,000 - was closer to 64 on the west side of the corridor or within the North Hampton Community.
Housing Size of Single-Family and Multi-Family Housing in he North King Street Area was less than 1,000 square feet and could be found in the Tyler Elementary School area; North Hampton, Caviler Courts, Rip Rap Road Areas to name a few.
Affordable Housing the majority of Housing Units in the study area can be classified as Affordable as based on HUD's Standards for 2005. The study area has 3,154 housing units of that 68% or 2,149 units are considered affordable (homes assessed at no more thatn $97,758 are considered affordable by HUD). The predominate parcel type in the study area is Residential comprising 93% of the parcels or (3,195) the second predominate classification is Commercial (apts and industrial were linked in that category) comprising 5% or (155 parcels) And, Public and Semi/Public represents 2% of the parcels in the study area. Finally, there is an Agricultural classification which represents zero percent of the land area or 3 parcels.
The majority of the housing is 50+ years old
The majority of the housing in the study area is owner occupied representing 69% or 2,161 whereas, renters comprised of only 31% or 993 renters of housing in the study area.

Preliminary Crime Data Include:
Hot zones are at the Mercury Square Apartments, TNT Apartments and King Commons Apartments.

The public was represented from 27 neighborhoods in the North King Street Area

1 Church was represented
1 Condominium Association represented
2 town homes developments were represented
Total of 130 attended during the two day period, 8 people attended both meetings - so not much duplication of opinions on the dot exercise for both days.
