Privatized CleanupFebruary 17, 2006The privatized cleanup process involves an agreement between the United States military, State environmental agencies and the recognized Local Redevelopment Authority (which in this case in Hampton´s Federal Area Development Authority). The agreement gives the Local Redevelopment Authority authorization and funding to contract with a private contractor to do phased cleanup of a closed base. Under existing federal law, the Governor must also approve this agreement. The military prefers this model for cleaning up closed bases because it is usually faster and cheaper for them to do it this way. The benefits for local communities include faster cleanup and redevelopment of contaminated sites, and they can make sure that strategic redevelopment sites get cleaned up first. None of these benefits accrue under the standard military cleanup process. Additionally, the military maintains liability for the cleanup and the State regulatory agency has the final say as to whether cleanup is sufficient and development can move forward. |
