The DEQ Consent Order is a special order issued under the Code of Virginia section 62.1-44.15(8a) to resolve certain violations of environmental laws and regulations between the State Water Control Board, Hampton Roads Sanitation District, and the City of Hampton.

The fee is set and approved by City Council each year. The fee is used for maintenance, repair, and replacement of the wastewater (sewer) system as needed.
Currently the Sewer User Fee, or Sewer System Maintenance Fee, is $1.48 per 100 cubic feet (HCF) of water consumption at your home or business. It is based upon the water consumption at your location and is billed every other month as part of your water bill.
The Sewer System Maintenance Fee is calculated from the water consumption at your location. The consumption figure comes from the Newport New Waterworks meter readings every two months and is multiplied by the user fee figure. All Hampton residents who have water service and discharge wastewater into the sewer system are charged the Sewer System Maintenance Fee. There are no exemptions or reductions to the fee due to age, income, or disability.
The user fee has been in effect since 1980 and is approved as part of the budget process each year.
