City Wastewater crews are available from 7 a.m. until 11 p.m. to investigate sewer stoppages and open if stoppage is on the "City" side of the line. They do not open any stoppages that are not on the "City" side of the line.
The sewer tap, where your sewer line connects to the city portion of the sewer system, determines this. "On City" would be the part from the tap towards the street; "not on City" would be the line from the tap to your house.
You would need to open the stoppage yourself or get a plumber to open it for you at your expense.
The main cause of sewer stoppages is grease that builds up in the line much like clogging arteries. Also, tree roots that seek the water in the line are another common cause of stoppages.
That is the homeowners responsibility in all cases because the City has no way to predict when a stoppage may occur.
